School districts in the State of Ohio operate on a calendar beginning July 1st and ending June 30th. This year is known as a “Fiscal Year.” School districts are the only government agency in the state required to submit a working budget known as a five-year forecast. The forecast is an assumption of the district finances and includes actual finances of the last three fiscal years, estimated current fiscal year revenues and expenditures and estimates for the next four fiscal years. The Fairview Park City School District is one of only two school districts in the State of Ohio that has received the ASBO Meritorious Budget Award for the last three consecutive years and is the only school district in the State of Ohio to receive both the MBA award and the Certificate of Excellence in Financial Reporting award from ASBO for fiscal year 2011. Some cost-saving initiatives Ghizzoni has implemented at FPCS include: a cashless system, a financial oversight committee, an early separation plan for district employees, contracted out K-12 Consultants to ensure charter schools are correctly billing the district, a new bus fleet, electronic time clocks, electronic form approval system, electronic records retention database and deploying a print management and cost recovery software system.
